Hope you refer you did review following SAP Notes on that:

- SAP Note 607271 - MM Configuration for VAT solution - Stage 0 to 1

- SAP Note 607272 - MM Customizing for VAT Solution - India Stage 0 TO Stage 2

Those notes have clear work instructions for that table maintenance with the examples.
