Thank you, we had turned off Wiki syntax filtering altogether which evidently then hides the insert image button. Enabling it brings it back.

For future reference for anyone who might look at this post in the future. In the Wiki when you don't have the Forums tabs active, you go to the
following place to enable the filtering:
Go to the Wiki Administator tab, Settings under Spaces and then the Filters and Macros option. In there under Filters you have the Wiki Syntax Filter and you can activate that.
