Just for my infromation, IS the solution, where you are doing extensions is 'Enabled' (Check in the imlementation manager) and BC is deployed?? Also, does the webservice namespace match the namespace of the solution you are working?
I know it may sound stupid from my side but just to understand if all these precautions are known to you.
